Global Warming

According to the National Academy of Sciences, the Earth's surface temperature has risen by about 1 degree Fahrenheit in the past century, with accelerated warming during the past two decades. There is new and stronger evidence that most of the warming over the last 50 years is attributable to human activities. Human activities have altered the chemical composition of the atmosphere through the buildup of greenhouse gases - primarily carbon dioxide, methane, and nitrous oxide.

Throughout the world, the frequency of particular diseases and other threats to human health depend largely on local climate. Extreme temperatures can directly cause the loss of life. Moreover, several serious diseases only appear in warm areas. Finally, warm temperatures can increase air and water pollution, which in turn harm human health. Higher air temperatures also increase the concentration of ozone at ground level. The natural layer of ozone in the upper atmosphere blocks harmful ultraviolet radiation from reaching the earth's surface; but in the lower atmosphere, ozone is a harmful pollutant. Ozone damages lung tissue, and causes particular problems for people with asthma and other lung diseases. Even modest exposure to ozone can cause healthy individuals to experience chest pains, nausea, and pulmonary congestion. Statistics on mortality and hospital admissions show that death rates increase during extremely hot days, particularly among very old and very young people living in cities.

Many of the impacts of climate change on health could be avoided through the maintenance of strong public health programs to monitor, quarantine, and treat the spread of infectious diseases and respond to other health emergencies as they occur. Although air-conditioning and public health programs may impose additional costs on the public and private sectors, they would often be preferable to the impacts on human health that would otherwise occur.

In the United States, approximately 6.6 tons (almost 15,000 pounds carbon equivalent) of greenhouse gases are emitted per person every year. And emissions per person have increased about 3.4% between 1990 and 1997. Most of these emissions, about 82%, are from burning fossil fuels to generate electricity and power our cars. The remaining emissions are from methane from wastes in our landfills, raising livestock, natural gas pipelines, and coal, as well as from industrial chemicals and other sources.

Emissions Inventories

An emission inventory is an accounting of the amount of air pollutants discharged into the atmosphere. It is generally characterized by the following factors:

* The chemical or physical identity of the pollutants included,

* The geographic area covered,

* The institutional entities covered,

* The time period over which emissions are estimated, and

* The types of activities that cause emissions.

Emission inventories are developed for a variety of purposes. Inventories of natural and anthropogenic emissions are used by scientists as inputs to air quality models, by policy makers to develop strategies and policies or track progress of standards, and by facilities and regulatory agencies to establish compliance records with allowable emission rates.

The Significance of Emission Inventories

Greenhouse gas emission inventories are developed for a variety of reasons. Scientists use inventories of natural and anthropogenic emissions as tools when developing atmospheric models. Policy makers use inventories to develop strategies and policies for emissions reductions and to track the progress of those policies. And, regulatory agencies and corporations rely on inventories to establish compliance records with allowable emission rates. Businesses, the public, and other interest groups use inventories to better understand the sources and trends in emissions.
