DECENTRALIZATION PLAN READY FOR AHTISAARI

On front page, following the last meeting of the Kosovo Political Strategic Group, Koha Ditore reports that 9th of January is the last deadline when the political group should finish the basic plan on decentralization and then send it to the Kosovo Negotiation Group.

According to the newspaper the basic plan on decentralization, which does not mention establishment of municipal pilot units in Gracanica and Partes, should be finalized as soon as possible, because according to sources, it should be ready for the next meeting between Kosovo negotiation team and Martti Ahtisaari, and also to be taken in Vienna by Minister Lutfi Haziri in the meeting with his interlocutor Zoran Loncar. Koha Ditore sources said that the Haziri-Loncar meeting will take place after 20th of January.

Paper writes that Jakup Krasniqi another member of the group has estimated the basic document of Minister Haziri as political document.

"This document has its gaps but when comparing it with the first and second plan, this one explains what should not happen in the future. It is a plan that shows in which segments should decentralization be implemented," said Krasniqi.

On the other hand, Zeri on front page cites Ora's representative in this group, Ylber Hysa who said that decentralization is the essential issue that has been discussed in the meeting.

"We had a basic document which we had reviewed in principle. We agreed that we have to work intensively so January finds us harmonized," said Hysa.

Members of the Kosovo Political Strategic Group have also discussed some logistic, administrative and financial issues in this meeting.

PM KOSUMI AGAINST IDEA ON LOCATING TWO MINISTRIES IN MITROVICA

Most dailies report that Kosovo PM on Monday has opposed the idea that the two new ministries are located in Mitrovica. He said that the location for one ministry in Prishtina is already known. and the other will probably be as well in Prishtina.

"I do not see any special reason that two new ministries are transferred in Mitrovica, where a difficulty of functioning exists, when law and order does not function" said PM Kosumi in a press conference on Tuesday after the regular meeting of Kosovo Government .

"Unfortunately, a part of the requests of Kosovo Serbs does not have to do with their real requests for a better life or with their rights, but with the interests of Belgrade Government and of the state of Serbia in Kosovo," said PM Kosumi.

Kosumi said that the stances of the representatives of Kosovo Serbs oppose with the stances of the citizens of this community. He expressed his hope that decentralization will not be the main issue in the talks on political status of Kosovo, but the position of the Serb community in the state of Kosovo, where part of problem will not be only decentralization.

PM Kosumi stressed that Kosovo Government during 2005 has worked successfully, he mentioned the figures of 20 areas where there was a progress in the work of the Government, but he said that the stagnations could be communicated only after the compilation of the annual report of work.

He added that within a year, the Government approved more than 70 draft laws, although 120 of them were planned to be approved. As the main achievement of one-year work he mentioned the start of talks on Kosovo final status.

He also made it known that Kosovo Government is in favour of reevaluation of the tender on the operator of mobile telephony. "I am not ready to allow the creation of the image of political interference in that tender, because if that image is created the big companies could leave Kosovo. The competencies in the telephony are transferred to Kosovo Government," said PM Kosumi.
