Introduction

Those who would say that a business is only as good as its employees would also believe that a community is only as good as its residents. But the true key to being a good company or a community hinges upon the leadership. More specifically the leadership's ability to implement their vision through sound processes, people and ethics. It is upon this premise that preliminary considerations are developed to establishing a greater Booz Allen Hamilton presence in Kava. The forthcoming will define the current state of Kava, outline the major issues and summarize a few options to achieving the objective of gaining greater presence.

Booz Allen Hamilton

Booz Allen Hamilton is a leading global consulting firm generating annual sales of $4.1 billion. With more than 20,000 employees serving clients on six continents, Booz Allen integrates the full range of consulting capabilities as the one firm that helps government and commercial clients solve his or her toughest problems with services in strategy, operations, organization and change, and information technology. As one of the perennial consulting firms in the world today, Booz has honed their restructuring practices through the foundation of the organizational mission to affect globalization strategies. Current State

Kava is a significant island country in the South Pacific. The demographics of this island are an ethnic mix of indigenous South Pacific tribes, oriental, African, French, Spanish, and since World War II, a sizeable number of Americans. The major economical interests are petroleum, natural gas, coffee, cocoa, spices, bananas, sugar, tourism, and fishing, as well as inexpensive, quality labor. Kava has also seen more than its fair share of tsunamis, typhoons, hurricanes, tornadoes, floods, fires, volcanic eruptions and earthquakes. It is no wonder why the island is virtually in shambles. There is a very dense bird population in Kava paving the way for the high risk for avian flu. HIV/AIDS is far past an epidemic leaving over 50% of Kavarians being under the age of 15 years . A recent petroleum spill is reeking havoc on the eco-system. And tourism is declining due to civil unrest and concerns from outside of the country.

Major Issues

Given the state of affairs in Kava, major organizational and environmental obstacles have been identified through the use of several problem formulation tools.

1. The agricultural industry is barely profitable outside of street side stands. The export side is challenged by not being able to quickly inventory their harvest to effectively communicate what is available to sell.

2. While the quality of work performed by laborers is good, inefficient management of resources results in high absenteeism due to significant delays in pay.

3. Healthcare offered by several government agencies is not fully utilized as many citizens are not aware that it even exists. Government officials are also not inclined at this juncture to increase awareness of these programs.

4. High death toll at ages 16 - 28 years as a result of in effective violent weather warning system. These death mostly occur when laborers are out working.
