Based upon the information provided the Thermadorians are a third world country that uses oxen driven carts and canoes. They have been isolated from technological advances from the world for hundreds of years. The population explosion caused the country to suffer from starvation and lack of food production. It was the decision of the United Nations to provide technology, which the Thermadorians have never experienced.

The introduction of this technology failed because certain technological facets were missing. There was one very important piece of intelligence which was overlooked. The Thermadorians were starving and needed food supplies immediately. The politicians unfortunately decided to produce technology which should have been considered for a long term plan. There should have been food sources given to the Thermadorians immediately to limit the amount of starvation. This was a political plan not a sustainable plan.

In relocating tractors and heavy vehicles numerous goals should have been met prior to the introduction of such technology. Training programs were not developed to teach Thermadorians how to use the equipment. The Thermadorians did not have a fuel source to keep the vehicles working. When the equipment broke there were no mechanics trained to make repairs. These issues were not solved because the society was not ready for such technology. Based upon the Thermadorians using oxen driven carts and canoes it was obvious they did not have the technology to find a fuel supply. The United Nations should have first taught them how to develop a fuel supply which could have caused future technology to flourish. The machinery, which was given to the Thermadorians, can be translated into giving today's Americans an alien spacecraft and leaving without giving any training.

The United Nations failed in their attempts to assist a nation that had no technological advances. Giving this technology was a quick fix and not planned as a long term solution to a problem. The Thermadorians were destined for failure due to their lack of understanding technology. There social climate would have been disturbed. The farming was conducted by several people doing the same job which probably was a social gathering for them while they worked. The technology given would require people with very task specific jobs and probably less people to maintain the farm land. It was inappropriate to give
